It's a bummer that Apple Pay in Qatar works with Himyan cards, but Samsung Pay doesn't. We can't even add cards from Pakistan. What's the deal with Samsung Wallet if we can't use local cards, cards from other countries, or even bus and metro cards for Qatar? What's the point of the Samsung ecosystem then?
Ok that means Samsung wallet doesn't have these features support in Qatar.
I can tell my observation. If I use Samsung device bought from India and see Samsung wallet, it doesn't show local features like adding local transport cards. But I can add local UAE credit cards without any issues.

Samsung Pay and Samsung Wallet services are enabled regionally based on agreements with local banks, payment networks, and transportation authorities. At this time, the supported cards and services in Qatar are limited to those partners who have integrated with Samsung’s payment system. This is why some cards — including certain international cards like those from Pakistan — may not be available for addition, and why features such as transit card support may not yet be active in your region.
