For your kind information...carrier aggregation is hardware based but it is activate by software update...it is already have in all phones but not updated for use.

Carrier Aggregation is supported by exynos 9611 chipset which is used in m31 and m31s.
But it is locked by samsung itself so users will only get it by software update if samsung gives update regarding that..
