Samsung pay service hasn't been activated in KSA yet, so the problem isn't with your phone. Don't worry, latest news hints that Samsung pay will expand to more countries. hopefully, KSA will be one of those countries.

alternatively, you could download MADA app which do exactly the same and it is official and secured

I have tried to download mada but won't work also.
My device android version is the latest and I think but not sure that mostly apps version r older version.
