After setup is complete, restart your phone and open Samsung Wallet to try again.

Have you downloaded the demo version of Samsung Wallet from the, browser before?

You have to uninstall the Samsung pay framework through either the Lucky Patcher app on your phone ( you need to search on Google to download the app) or through adb app control on PC 

Enable USB debugging through the Developer option in Settings 

Look for Samsung pay framework on App  control app and uninstall it 

The issue should be resolved after following either step

Note that wipe data can solve the issue, but you don't need to waste your time
