"Bank declined the request"?

I'm trying to buy a tab and the discription says I can get a Rs3000 off of EMI on ICICI Cards. But when I put in my card details, it says the bank declined the request. What do I do?

Also, at what point of the payment will I get Rs 2000 off for making my first purchase on the Samsung store app?
