Have you rooted your phone or updated it via a third party website? If so then this may be affecting your ability to access certain features of the device, however you can check this by going to Settings > About Phone > Status > Phone Status. If it says anything other than 'Official' then the phone has received an unauthorised modification.

Restart your device and check.
Reset settings and check.
Clear cache partition and check.

If not go to a nearest customer service center.
