In my M21, a pop up message generally come and the light remains on. Which continuesly consume my battery.  How to fix it?

from mobile service providers. when they want to notify me how much data I consume today, this kind of message

Can you post screenshot?
If those are flash messages, then you need to contact your operator helpline - Airtel, Jio, Vodafone, Idea etc.
There is one more way to disable flash messages via SIM services but I am not sure whether it will work.
