I don't know whether it's available or not. You can check it by selecting the three dot menu on the right top. From there select manage items, at the end of the list you can see an option find more programmes. From there you can select a fitness programme.
I am not a fitness freak, I don't know much about the fitness programmes. There is one more option you have to try. There are apps that will work together with Samsung Health to provide better fitness programmes. You can have a look at them with in the Samsung health app itself.
