Don't update your j7 2016 device. Jio Volte is gone after update and now it is impoasible to make a call from jio sim or receive.
please fix this error samsung asap.

only one solution there
u need to install jio voice app and set it as default for calling and keep data always on then u can make the voice calls from invoice app only

I cleared cache and rebooted not working, and done with factor reset no result.

power off device
press volume up, home button n power button together
wait some time
wipe cache portion n other options will come
wipe cache portion 3..4 times
then select factory reset option
this is only solution
