i dont think that 120hz refresh rate is something that can be pushed via software update. it is more dependent on harware. So, in next S series this could be basic feature which Samsung will definitely offer

that feature Note 9 was just setting that would get enabled with One UI 2 for testing purpose for new upcoming S series and new Note 11. Setting is something that will never get released with new phone. so just to test new upcoming models they have enabled that doesn't mean older phones will get 90 or 120hz refresh rate.

Those are ported builds obviously. These 120hz setting is baked into the software but not for any use in Note9 itself. This feature is for future phones. This might also mean that the software is prepared for S11 & then ported to Note9. May be, just an assumption.
