Dark Mode isn't completely dark. It's dark grey, which means pixels are still on. 

Dark mode should shut down every pixels in the dark area of the screen, it'll help in saving more battery.

Its pretty common in Amoled panals like in LG the pixels are always active but only uses 0.002% of their actual power. idk the technical reasons behind this.
