This seems to an issue with the galaxy store app not the phone's internal software. You can sideboard the home up app from any trusted website & it'll work just fine. It's just that the galaxy store is not optimised for this a54 beta.
Same thing happened to me. But after updating to latest software update Home up module is working fine for me in Samsung A54 5G ONEUI 8 Beta. (Please note: yesterday only opted-in for beta)
