Phone App is missing "Places"

Hey guys!
I just noticed in a YouTube video that the Phone app has a 4th tab at the bottom called "Places". I don't see it in my Note 9 running latest beta. Nor did I have it in Pie either. Any idea why?

places is not for all market ( csc ). for example if your phone's CSC is BTU you will have places but not for INS
