Use Samsung smart switch on pc or mac to check for updates otherwise visit Samsung center or local software shop if u don't know how to side load update

Maybe your phone is from other country and carrier locked software installed

Download Ur related software from sammobile and flash through odin as already there guidance in sammobile. Don't worry

first if all reset ur note 9. have u rooted ur cell if yes then it may not get security updates. but uf no then hard reset ll help u
