adb is to remove feature...bixby voice is based on software + hardware modulation to work which is device specific and given in flagship + A series .....bixby routine may he can ....m21 is still a core device which have hardware limitations

Bixby is not Knox it only requires a software update (if Samsung wants to)

Bixby doesn't need any hardware modulation only know needs it because Bixby is just a virtual assistant like Google Assistant so it can be provided via software update
