Please perform the following steps to resolve the issue:
1- Remove SIM card and then check by reinserting it and check with other SIM card.
2- Reset network settings (Settings > General Management > Reset > Reset network settings).
3- Ensure that you have not set call barring for the phone number. If it is activated, please contact SIM service provider to deactivate it.
