Bixby is working awesome in my S8plus ... today actually Siri was banged with power of Bixby....its awesome....its like just telling your assistant to operate ur phone....i phone users..in my friend circle was shocked to see what Bixby can do..Thanks Samsung

yah I too checked Bixby not working offline.

at least basic commands to operate phone should work offline
