When you complete the 15 badges you complete "Pre-Launch Ops" step.
There are 14 badges more. 8 for "Into the Galaxy", 5 for "Galaxy Explorer" steps and 1 when you are awarded the Ambassador level (an Admin has to manually award this).
The levels go as Beginner -> Active -> Expert -> Ambassador
