I didn't get it...
how to enable it...

you just need do update your phone by going to these steps SETTINGS > SOFTWARE UPDATE> DOWNLOAD UPDATES MANUALLY. After update you need to enable it from the taskbar.

Always you will find things like, smart view , s bike mode and other features on taskbar. Samsung has put some features directly on taskbar rather than in SETTINGS.
