Just Turn off the Auto-restart option from Device Care . Please follow the providing steps. Setting-Device Care-Top Right Corner 3dot botton-Advance-Turn off Auto Restart Option then all will be fine..
i have it enabled intentionally. on my previous galaxy j6 it was never a problem. any setting, be it developer option should not reset after a restart.
