PayPal and Samsung pay

Can one add PayPal as a payment method on samsung pay in South Africa?

Samsung pay does not support PayPal, it only works with selected Banks.

in other nations there is an option to add PayPal as a payment method on samsung pay. yet such an option isn't available in South Africa why is that
