HW in this case means hardware acceleration, and stacking layer means using CPU for auxiliary computation, rather than GPU for full rendering. Because GPU rendering is relatively more power-intensive, HW overlay layer is generally turned on by default.
In this way, high power consumption caused by hardware acceleration can be effectively avoided and mobile phone fluidity can be effectively improved to achieve a dual balance between performance and power consumption.

for graphics (animation anything related to graphics) is completely processed by GPU..... which is power intensive
if we disable the HW the hardware overlay enables each app that displays something on the screen to use less processing power. Without the overlay, an app shares the video memory and has to constantly check for collision and clipping to render a proper image. The checking uses a lot of processing power.
so disabling it will reduce the use of that processing power
