For older device that are not running in one ui there is a custom theming apk from which you can change anything....But there is none for one ui...except theme park

You can use Hex installer. It is a paid app though. It has different plugins some free and some paid(additional to main app).

No there is no free theming app....Hex and substratum theme engines are available but they are paid
