Can any one help me to update my s21 to One UI 4

You also can download and install it manually using computer and some special apps

I saw on inter that samsung is giving beta version in samsung members but i didn't find that

Beta program ended for s21 Series and stable version released globally wait don't worry we will receive it😊

beta versions are only limited to some countries excluding Pakistan.

So can you download it after changing phone region ?

By changing time zone there is option of region

no you can't , go to settings>>samsung account>>profile information>>

there you would see country or region, which you cant change

Go the setting>>gernal management>>date and time>>turn off auto date and time

Then you will get region option
