why samsung differenciates between. korean s8 version and other version by giving different processors

the in house exynos chips are alot more powerful and more power efficient than SnapDrag chipsets but exynos for now lacks certification required to use GsM networks but works really well with other networks and till they acquire that licence thell have to use some snapdragon processors in their phone so it has network in places such as usa china and canada which uses GSM networks
