You mean Notification Light as Ring around punch hole ?
That can be done if Samsung wanted to do.
There are already some 3rd party apps so It's possible.

It can be implemented similar to like what edge lighting+ eclipse or black hole effect doing in case of S10 series..but thing is in S10 also, lighting duration is not very long..second,visibility is also average..and moreover it depends jaise bahut se users phone ulta kark rakhte hai..

ha agar proper led indicator hota to baat alag hoti..

but most probably samsung won't consider it as AOD is there..
