I am looking for a dual sim smartphone to give my grandpa. Which is the best samsung smartphone under 15,000/- right now?

Also, please tell me are those good or the Chinese counterparts are way better?

Yes because they have more powerful processor than samsung and have good quality amoled display with 1000 nits brightness
Also good UFS 2.1 storage than emmc 5.1

Go for the M32 or M32 5G. You can get M32 5G under 15,000 with bank offers. It is a good phone with a good camera and it will be pretty good for your grandpa.
