I have received galaxy s23 ultra package in bad shape but box is closed should I open or returned it back.

Ideally you shouldn't open it as have paid top price.

In case if you still want to take a chance then make a video of unboxing

Make an uncut video from showing the package with all the seals and barcode and end the video when you're satisfied that the phone is fine

Beware if you opt for refund/cancellation it'll take at least a month to get your money back.
