Can anyone explain why the Expert RAW application is not accessible for the S23 FE?

FE series is considered cut down low
budget S series. Samsung only provides Expert Raw support to its regular S series models for now.

Because Expert Raw is A Premium Feature And They Give This Feature Only To S And Z Series Devices And Not With FE Series Devices(S23 FE 5g)
