I don't need NFC payments as I have QR code but NFC I don't use as it is never safe as it does not use pin before scanning it

If u use it through Samsung wallet it will ask u for a PIN or you fingerprint to initiate the payment.

Maybe your phone has been rooted. Restore your phone to the stock (official) firmware and then it will work.
