App lock basically not a part of android core . and as Android and samsung UI API s do not found app lock as secure feature they never do emphasise on it , it seems you get secure access while using app lock provided with UI but its actually less secure for data theft and data mitigation.
secure folder or sandbox enviroment methods ( https://source.android.com/security/app-sandbox ) are acceptable at android core level but app lock is not accepted as secure .
android 10 never support any API for inbuilt app lock, its entirely third party app level task whether vendor do supply it as pre installed
all major flagships do not comes with app lock example pixel , s series and some others
