Galaxy SHi again,
It seems that you have used An Iranian SIM card at the first use or even after the factory reset.
Try to Backup your important data and reset your device to the factory using a SIM card from the Gulf region (Must).
Make sure that the Gulf Region inserted while you setup the device again after the reset.
