OK, Can you please share the informations of your Service Provider SW ver (Last Line Only): You can get this info by going to: Settings > About Phone > Software Information.

Hi again, 

It seems that you have used An Iranian SIM card at the first use or even after the factory reset. 

 

Try to Backup your important data and reset your device to the factory using a SIM card from the Gulf region (Must).

Make sure that the Gulf Region inserted while you setup the device again after the reset.

I did factory reset two three times now I'm using etislat SIM card but still same no luck .

You need to reset your device while the (working) Etisalat SIM inserted in the device, and complete the setup without removing the Etisalat SIM

In that case, if your device is not rooted, then you have to submit it at Samsung service center in the Gulf to check it. 🙄
