Yes it is possible. Which device is it and what's wrong with the phone? If the screen is damaged you can connect to an external monitor and sort it out using a mouse etc.

It is S4 phone.The phone is broken ,I think one of the IC is not functioning well.I tried to fix it but they told the IC is not changeable.
