Portrait mode on Pixel 2 series is proprietary for Google phones. They will not share the API to other manufacturers , it's not easy to get the same level of implementation by every manufacturer. Google have worked for a long time to get it right. Even apple is not able to implement the same on their iPhone X which is worth 89k in India for the base model.
