Best value for money will be Oneplus 6T.
But if you like Samsung UI and their build then wait for S10. But keep in mind Samsung is very disappointing in after sale service and OS upgrades specially for India. The resale value is also very less of Samsung's flagship phones. But still if you want to buy then I would suggest to buy US unlocked version so that at least you will get updates on time.
