Galaxy SI have the same issue in Italy, also with a Google Fi SIM card. I've turned off the Fi SIM, but will notice at some point that I have no data connection, and the preferred mobile SIM in SIM card manager is blank. When I select SIM card 1, in instead goes to OFF, then when I again select SIM card 1, it correctly switches to SIM 1. Within a few hours, it will again go blank and leave me with no data connection. It seems to be related to Google Fi, I haven't had the problem with other SIMs. I've ended up just removing the Fi SIM, which completely defeats the purpose of having a dual SIM phone.

Galaxy SHi,
You can follow below steps:
- From Settings > Connections > Mobile Networks > Network Operators > Search for network or search manual > Select the right network.
- From Network Mode > LTE Auto connect.
- Then Restart the phone.
- If the same issue exists, please open Settings > General management > Reset > Reset network settings > Enter the PIN of the screen > Reset network settings.
- Try another SIM card.
- Otherwise, please contact the network provider or Samsung support team
