blue bar on screen

I have experienced this small blue bar at the bottom of the screen couple of times. Samsung were not able to help me with this. Can anyone tell me why it has happened or if it happens to anyone. 

When this happened, i was not getting mobile data on my phone. Also i have galaxy s20. I have attached the screenshot

first tell for which particular app it's coming ...if it's coming for any 3rd party app then samsung can't do anything

i don't think i know of any app otherwise i would have uninstalled. when this appeared i got error message too and then it disappeared

means suppose you are doing whatsapp then also this coming or coming when using any particular apps that I am asking ...and what is that error message please tell

before this it happened when i was on snapchat. but both the times my connection was weak as you can see in the pic too. does it have something to do with the connectivity
