I've recently had an issue with the YouTube app.
When I move the video forward or backward, it seems to pause for 3 to 5 seconds.
I've tried deleting the data, clearing the cache, and even uninstalling and reinstalling the app, but nothing seems to work.
Has anyone else had this problem?
Please provide a solution for me.

Same problem, faced and reported. This is an issue introduced from last month(March) update.

Hmm. I see. Not sure about whom to blame. I've been very frustrated with this bug.

Clearing the app cache is kind of like a cleanse for your apps. It will get rid of residual files that could be slowing down the app.
Open Settings, and then swipe to and tap Apps. Select or search for the app you want to clear. Tap Storage, and then tap Clear cache.
