Wifi and Bluetooth Issue with S21 Ultra

From last two months the problem of Wifi and Bluetooth not starting up is frequent, and if try to restart my device it goes to endless boot screen loop for atleast three hours. And keep on restarting it self after Samsung powered by Android screen for atleast three hours.
I have done the following 
1. Reset network
2. Factory reset

But the problem still exist. Any help is appreciated.

But it's not device defect
In the this time the mobile network is very poor 😐
Every company decreases their network speed that's why we are not getting
