While Samsung hasn't given a single "official" reason why the GCC (Gulf Cooperation Council) is consistently left out of the One UI beta loops, it usually boils down to three main logistical factors:

1. Market Size and Focus
Samsung typically limits beta programs to a very small handful of "test markets." As of April 2026, the supported regions for the One UI 8.5 Beta are still restricted to:
South Korea, USA, UK, Germany, India, and Poland.
Samsung prioritizes these areas because they represent their largest user bases with high concentrations of diverse network carriers. They feel they can gather enough "bug data" from these regions to fix the software for the rest of the world. Even though Dubai is a massive tech hub, the total population of the GCC is smaller compared to these "big six" markets.
2. Network and Regulatory Testing
Each region has specific telecommunications regulations and network bands (like those used by Etisalat or Du in the UAE).
Carrier Optimization: Beta software is inherently unstable. If Samsung releases a buggy beta that breaks 5G connectivity or emergency calling in the UAE, it creates a massive legal and customer support headache.
Local Compliance: Different countries have different laws regarding data privacy and encryption. Samsung often finds it easier to wait until the software is "Stable" before dealing with the regulatory hurdles of the Middle East.
3. Localization and Language
While you use your device in English, the One UI beta needs to be tested across all local languages and services (like Arabic support and regional payment integrations). Samsung usually focuses on perfecting the "core" languages first in the major test markets before finalizing the Arabic localization for the official GCC rollout.

Have not seen anything special about this 8.5 One UI. Its looks like an ordinary upgrade to me.
