Brother. For that you need a basic knowledge about how camera works. In video mode every auto functional camera works with a basic double shutter mode. Means if your fps is 24, then the shutter will get 48s or 50s depends upon NTSC/PAL format. If your fps is 60, then the shutter will shift to 120s. So obviously the time for the light pass to the sensor will cut into more than half. So, the image will get more darker. So obviously the auto iso will try to compensate the exposure by increasing the iso level. Because of this the noise level will get increase. Then the auto noise reduction process will get trigger due to high noise and it will soft the image quality by removing the noise. So the problem is not the phone's. It's yours. You knew that the phone sensor size is only 1/3 of the real cameras. So it have alot of limitations in low light situations. So if you want to shoot a high quality video or selfie, 1st you need enough additional lights or you need to shoot it in outdoor with manual mode. Samsung couldn't do anything about this. Only you could good day 👌 👌
