Video call without Google Duo

On android 10, I was able able to make video calls without Duo but after updating to android 11 on samsung S10+, I am unable to make video call.

WhatsApp needs internet connection but by using the mentioned Video Calling feature you can have video call without internet connection just by using your free calling balance and 3G network coverage.
