It means if you are in Kuwait. So every region OTA comes by service provider network. So may be in your country no such updates available currently. And possibly same time in other countries they have updates

Its by both service provider & Samsung normaly we get any update for any Samsung products & phones after USA & urope in all Gulf Countries special Kuwait & Saudi
