No.. IP68 means Ingress Protection where 6 means protecting from total dust ingress and 8 means Protected from long term immersion up to a specified pressure, which makes them "Water Resistant" not Water proof. Total waterproofing is yet had to be achieved and max we have is IP69X.

However this is a Sea, which means Salt water. Which actually degrades the metal and cause corrosion... so its actually the build of S21 Ultra (dont know about other s21 models as of now) which made it this resilient. And it the Samsung which uses a material of their own called as Glastic (a Fuse of Glass and Plastic).
