Please try the following troubleshooting steps to resolve the issue:
1. Use a local SIM card in slot 1 on your device.
2. Download Samsung Wallet exclusively from the Galaxy Store to ensure compatibility and authenticity.
If you're unable to find the app in the Galaxy Store, we recommend raising an error report through the Samsung Members app.

Please note the following important points:
1. Device Region Compatibility
Samsung Pay is region-specific and only works on devices that were originally intended for the region where you're currently located.
To check your device's region, please share the IMEI1:
Go to Settings > About Phone > IMEI1.
2. Rooted or Unofficial Software
Samsung Pay will not work on devices with rooted software or unofficial modifications.
You can check your device’s software status using the Samsung Members app:
Open the app → Tap "Diagnostics" → Select "Phone Diagnostics".
