I have a s7 edge unlocked version from Iran and I don't have the app of Samsung pay in my phone installed, I still have android 6.0.1 version

It will show only UAE cards since you bought it from UAE. Nevertheless, you can use Indian cards as long as the bank is supported by Samsung Pay.
