As far as I know, it's not available yet in UAE. That's why the app itself is not bundled with Samsungs apps..

You can use any other app such as: Emirates NBD and PayPal. which will work as Samsung pay(These
apps only requires NFC)...SAMSUNG PAY ISNT AVALIABLE IN UAE ..
