I bought from saudi arabia and i'm using currently in india

That's why. Samsung Pay is country specific and can be used only in the country from where the device has been purchased.

But its not working in saudi arabia also.....can i try to change the software ??

Should work in Saudi though. Don't change the software, may cause issues.

In saudi its not even showing in play store...in India at least it showing in play store and can be install but its not working
