Samsung pay not working

My phone is an unlocked international version. I think it has something to do with that. It still doesn't work and tells me

Samsung pay won't work for some Middle East virsion bouth a flip for a family with a great deal way back, and it was a saudi virsion, although i got it from noon. What I did later is traded the phone in for the newer flip from a samsung store. Try using google Wallet. might work
