Samsung galaxy S21 ultra stuck on "phone is starting" screen after Android 13

My phone is stuck on phone is starting screen. Only settings are accessible to me. It happened after the android 13 update.

Have tried troubleshooting but nothing works.

Try a hard reset

Turn off the phone
Boot with volume up and power till the phone vibrates
Scroll up and down using the volume rocker and select wipe data/factory reset

I think this happened when the phone was not pta and updated ...as the phone is rebooted ... so go back to shop and get it rebooted again ... your phone can not be updated
